The Role:

This position will lead the Rates & Regulatory Affairs department's regulatory strategy for decarbonization programs and compliance analysis for climate policy in Oregon and Washington.

Day to Day:

  • Calculates cost recovery and customer impacts for decarbonization initiatives and makes strategic recommendations to executive management.
  • Lead regulatory analysis for proceedings at the Oregon Public Utility Commission and Washington Utilities and Transportation Commission.
  • Prepare customer usage forecasts for climate policy initiatives.
  • Manage rate and tariff filings, serving as a witness for regulatory approvals when necessary.
  • Serve as a key liaison between the Rates department and other departments' decarbonization efforts.
  • Address inquiries related to rates, decarbonization costs, and technical issues in regulation.
  • Gain expertise in Oregon and Washington's climate policies, using data analysis to inform decarbonization strategies.
  • Refine and propose adjustments to regulatory mechanisms for decarbonization.
  • Assess and clearly communicate the impacts of decarbonization on customer rates to management, regulatory stakeholders, and customers.
  • Develop and maintain analytical models for regulatory decarbonization reporting.
  • Collaborate with Environmental and Regulatory Accounting, Environmental Policy, and Sustainability teams as a regulatory liaison..
  • Build and maintain relationships with external regulators, consumer advocacy groups, and other stakeholders.
  • Perform additional duties as assigned by the Manager.
  • Adapt to a flexible schedule during peak periods.
  • Support the Company's commitment to safe work practices.
Come on your first day with:

  • Bachelor's degree in business administration, finance, accounting, economics or related field.
  • MBA preferred.
  • Minimum of 5 years in financial analysis, accounting, ratemaking/pricing and/or economics experience.
  • Experience with strategy and analysis of environmental compliance preferred.
  • Experience in a regulated business preferred.
  • Experience participating in complex projects across disciplines.
  • Knowledge of technical and financial characteristics of energy rate making/pricing.
  • Excellent verbal communication skills and ability to interact with employees at all levels with tact, confidentiality, and confidence.
  • Excellent written communication skills including the preparation and sponsorship of testimony and/or business cases for regulatory bodies and executive management.
  • Ability to create and present analytical topics and proposals to all levels of the company and regulatory audience.
  • Proven ability to facilitate and coordinate projects; skill in organizing multiple tasks and managing time effectively to meet deadlines and balance priorities.
  • Must be comfortable working with a team on large, complex projects.
  • Excellent organizational skills with attention to detail.
  • Self-motivated and able to work independently to accomplish tasks.
  • Advanced computer skills including high level of proficiency with Excel and other Microsoft Office applications.
  • Must have ability to work a flexible schedule to accommodate peak periods.

Base salary range: $104,250.00-$148,550.00per year, depending on qualifications

Annual Target Incentive: Level 3,12.0% target
Targets are calculated using eligible earnings during plan year participation. Payout, if earned, is based on company and individual performance for each plan year and may range from 0% - 200% of target. Targets are subject to change in subsequent plan years. Must be employed by September 30 in order to receive any prorated payout.
