Job Description
Position Summary

Position is responsible for conducting technical work gaining compliance with City ordinances and codes for health, safety, nuisances, zoning, and livability, codes. This involves inspecting a variety of existing structures and developed and undeveloped properties for environmental conditions to confirm or obtain compliance with City requirements. These tasks are illustrative only and may include other related duties.

As part of the Community Development Department, Development Services' mission is to "facilitate the construction of approved development projects." Development Services is able to fulfil its mission by employing 26 full-time staff and providing a full array of land use, building, site engineering, inspection, and permitting services.



Essential Functions

Performs investigations of health, safety, or nuisance conditions within the City and obtains compliance with appropriate regulations governing violating conditions.

Investigates and resolves complex and sensitive citizen complaints regarding hazardous conditions, zoning, nuisance and livability issues using tact and diplomacy to encourage voluntary compliance.

Research and investigate community concerns regarding non-compliance with the city's Livability Code to ensure all properties are safe and maintain minimum habitability standards.

Coordinates necessary inspections and monitors project status. Maintains accurate records and completes investigative reports on each complaint investigated.

Prepares and sends appropriate compliance letters, works with citizens to achieve voluntary compliance, and performs follow-up inspections. May issue warning notices in cases where compliance is not voluntarily provided.

Coordinates compliance efforts and responses with other City departments to address community livability concerns. Works closely with the other disciplines in Development Services to coordinate responses to a variety of land use, building, and livability issues.

Prepares investigation reports for cases requiring criminal or civil action for review by the Code Compliance Supervisor and the Division Manager.

Responds to inquiries from the public, City staff, and others, interpreting and explaining City codes, ordinances, policies, and procedures pertaining to code compliance.

May receive subpoenas, present evidence, and act as City representative in Court proceedings.

Develops informational and marketing tools to proactively disseminate information to the public regarding community livability topics and issues.

May conduct the initial investigation efforts for building code related complaints. This includes making the initial contact with the complainant, coordinating and conducting the initial site investigation, and assessing if certified building code staff will need to make a determination or complete a follow-up inspection.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Qualifications and Skills

Education and Experience
High school diploma or equivalent required. Associate's degree or 2-year technical degree/certificate in municipal code enforcement, construction management, planning, housing or building inspection or related field preferred.

Two years related work experience. Related work experience includes enforcement/investigative work, code interpretation, building inspection, property/HOA management, conflict/compliant resolution, effectively interacting with the public and/or land use planning.

Knowledge, Skills and Abilities
Ability to read and interpret applicable City ordinances, policies, and standards related to nuisances, offenses, and other violations of Municipal Code.

Knowledge of safety procedures and equipment specific to the position's area of assignment.

Basic knowledge of construction trades and practices.

Excellent oral and written communication skills, and the ability to communicate complex technical information effectively to the public.

Excellent interpersonal and conflict resolution skills. Ability to tactfully enforce codes and regulations while maintaining effective working relationships with others.

Ability to use independent professional judgment to formulate and defend decisions and work independently. Ability to adjust to frequently changing priorities.

Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.

Ability to get along well with coworkers and the public and maintain effective working relationships.

Ability to use a computer and software to perform the essential functions of the position.

Special Requirements
Possession or ability to obtain and maintain a valid Oregon Driver's License. Thorough knowledge of traffic laws and defensive driving.
