Job Description
Position Summary

Monitor activities in the Library, secure the buildings and surrounding grounds. Assist in administering City policy relevant to the use of the facilities and grounds. Report accidents, property damage, and Code of Conduct violations to the supervisor, Police, or Emergency Medical Services as needed. May assist in the setup and minor cleanup of public rooms/rest rooms. Write reports and maintains records. These tasks are illustrative only and may include other related duties.

Casual, non-represented position
Part-time varied hours during these days/times:
9:00am-7:00pm Monday -Thursday
9:00am-6:00pm Friday and Saturday
1:00-5:00pm Sunday

Essential Functions

Routinely checks Library grounds to maintain order and to detect and deter behaviors or actions in violation of conduct or suspected criminal conduct. Enforces the Library's Code of Conduct. Ensures safety of staff, patrons and members of the general public. May be required to intervene in situations as appropriate. Calls for Police assistance when needed.

Assists in the containment of incidents involving threats of violence until law enforcement personnel arrive.

Reports safety hazards encountered through routine observation and inspection while performing duties and remedies as warranted by implementing accident prevention.

Protects Library property and facilities by making inspections on foot. Checks buildings for physical security. Inspects and monitors the security of doors, windows, gates, and checks fire safety equipment. Responds to any unusual or suspicious activity.

Prepares investigative follow-up and electronic incident reports relating to observed violations. May contact persons involved in crimes incidents, as warranted.

Prevents entry, and reports presence of unauthorized persons on grounds or in buildings.

Locks and unlocks facilities as required. Investigates and reports situations and disturbances as needed.

Proactively assists staff and patrons by providing information, services, and responding to questions. Promotes positive Library relations and may represent at various Library events.

Assists in department closures, and escorts individuals to their vehicles upon request.
Responds to complaints and hazardous situations. Conducts investigations of reported injuries and accidents. Implements accident prevention through routine observation, inspection, and reporting of hazards.

May serve in several roles during an emergency including Incident Commander until relieved, as traffic controller in parking lots, performs first aid, CPR, and other basic life support until more advanced emergency response personnel arrive. Acts as first point of contact with emergency responders to assist in locating site of emergency and/or other duties as appropriate.

Contacts and cooperates with law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses.

Monitors security cameras.

Provides customer service to patrons that come into the office for assistance.

Assists with safety tasks as needed, including hazardous materials/waste spill clean-up, or moving of hazardous materials.

Conforms to all safety rules and performs work is a safe manner.

Delivers excellent customer service to diverse audiences.

Maintains effective work relationships.

Adheres to all City and Department policies.

Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance.

Qualifications and Skills

Education and Experience
High school diploma or equivalent.

One year of full-time directly related civil officer, military police, security, or other related experience. Additional related education may substitute for experience.

Knowledge, Skills and Abilities
Working knowledge of the methods and practices of professional security procedures including those used in patrol, crime prevention, investigation, and identification of incidents, and safety, fire and intrusion alarm systems.

Working knowledge and understanding of relevant safety laws, regulations, and procedures, including blood-borne pathogen procedures and self-defense tactics.

Excellent communication and customer relations skills to resolve confrontations and gain cooperation.

Knowledge of safety procedures and equipment specific to the positions area of assignment. Ability to utilize tools and equipment in a safe and responsible manner.

Ability to use independent professional judgment to formulate and defend decisions and work independently with minimal supervision. Ability to adjust to frequently changing priorities.

Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.

Ability to analyze potentially dangerous situations quickly and objectively and determine and take effective action.

Ability to use appropriate defense measures to protect self or others in adverse situations.

Ability to administer first aid in emergency situations.

Ability to work respectfully with individuals of all cultures, backgrounds, perspectives, and abilities.

Ability to use a computer and software to perform the essential functions of the position.

Special Requirements
Possession or ability to obtain and maintain an Oregon driver's license.

Current Oregon Private Security Unarmed Officer certification (PS-DPSST) preferred.

First Aid and CPR/AED certification must be obtained within 60 days of appointment.
