OVERVIEW:

Titan/Vigor/MHIAS (collectively "TITAN") seeks to hire an Industrial Security Director (ISD) to oversee implementation of National Industrial Security Program (NISP) at portfolio companies operating under Foreign Ownership, Control, or Influence (FOCI). The position will be appointed as the Technology Control Officer (TCO) and develop and maintain Plans that comply with FOCI mitigation strategy and ITAR/Export requirements applicable to US Government programs operating under the NISP.

POSITION SUMMARY:

The ISD supports the Titan corporate security team and has primary responsibility for leading the industrial security program in the planning, development, and execution of NISP security activities, and will advise and support Facility Security Officers (FSO) managing security programs under the NISP. The position serves as the TCO and principal advisor to TITAN and the Government Security Committee (GSC) concerning the protection of classified information, controlled unclassified information, and other proprietary technology and data subject to regulatory or contractual control by the US Government.

The ISD shall assist in the establishment and administration of all intracompany procedures to prevent unauthorized disclosures and export of classified information, controlled unclassified information and technologies. This includes identification, assessment, and monitoring of export controlled information and technology risk, and the development of appropriate controls under the direction of the Empowered Official and in consultation with other subject matter experts.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

* Ensures NISPOM requirements are fully met within TITAN to ensure compliance with the NISPOM for all classified programs with DD254 (Contract Security Classification Specification)

* Be appointed as the TCO and maintain and implement all processes, reports and communication necessary to comply with the company's FOCI mitigation instrument with DCSA

* Liaise with senior leadership, including general counsel, senior management, and GSC on matters involving NISPOM and FOCI compliance

  • Serve as FSO of Vigor Works LLC, and directs NISP activities for applicable security programs and regulatory requirements, to include ITAR/Export compliance

* Provide administration and oversight of NISPOM-directed requirements, to include developing and maintaining Standard Practice and Procedures (SPP), and management of FCL requirements

  • Provide administration and oversight of COMSEC account, and compliance with applicable NSA regulations

* Provide day-to-day administration of ITAR/Export compliance activities applicable to NISP imposed requirements for FOCI mitigated companies

* Protects government, intellectual, third party and company information from unauthorized disclosures and export through development, implementation and administration of an affiliated operations plan, technology control plan, electronic communications plan, visitor security plan, facility location plan, and other NISP imposed requirements

* Support the development and implementation of effective export compliance training and education program, to include initial, and refresher training as required

* Manage corporate industrial security education program, e.g. design updates to annual training, publish security awareness notices, and participate in other security awareness venues

* Provides metric-based measurement of risk, compliance, and security posture including report outs to Executive leadership and other stakeholders

* Maintain effective relationships with business leadership, functional counterparts, government contracting activities, federal oversight and partnering agencies to address security concerns, requirements, and compliance

  • Support government reviews and audits
  • Support TITAN's corporate security program to ensure protection of sensitive and proprietary information, assets and employees

* Performs and supports other security activities when necessary

JOB SCOPE:

This position operates within general parameters of the business unit, but requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction. The candidate must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information. The candidate will be required to support security self-inspections, apply risk mitigation methodologies, support customer assessments, develop and executes security activities to ensure company policies and procedures comply with government requirements

SUPERVISORY RESPONSIBILITY: 1-3 direct reports, oversight of external partners

INTERPERSONAL CONTACTS:

The individual communicates both verbally and written with executives, manager, other team members, company employees, and external customers. He/she provides regular verbal and written status reports to same group. The position represents the Company through formal and informal interactions with multiple customers, and government agencies.

KNOWLEDGE SKILLS AND ABILITIES:

* Ability to multi-task in a fast-paced, diverse environment, while maintaining attention to detail and exhibiting strong leadership

* Ability to problem solve, prioritize duties and assignments, and monitor all aspects of an export compliance security program

* Experience in working directly with external customers on contractual requirements, program security reviews, and remediation activities when required

* Broad knowledge and experience with the National Industrial Security Program Operating Manual (NISPOM) and various DoD security directives and regulations to include DoD 5200.48 Controlled Unclassified Information, and ITAR/Export compliance

* Have demonstrated experience and knowledge with Government program including DD254s Contract Security Classification Specifications, Security Classification Guides, FAR and DFARS

* Experience establishing, building and maintaining complex internal and external customer relationships

* Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Some program travel may be required

REQUIREMENTS:

* Experience dealing directly with Federal government agencies

* Be a U.S. Citizen

* Ability to obtain and maintain a DoD Personnel Security Clearance

* Ability to do local travel and out-of-town travel (including air travel) up to 20% of the time with notice

EDUCATION AND/OR EXPERIENCE:

* 10+ years of relevant experience supporting NISP activities, or other Government ITAR/Export compliance programs

* Must possess a broad knowledge of ITAR and Export administration regulations, 32 CFR Part 117, the National Industrial Security Program Operating Manual rule, and DoDI 5200.48 Controlled Unclassified Information.

* Degree preferred, but not required

CERTIFICATES, LICENSES AND REGISTRATIONS:

* Certificate of Completion of FSO Program Management for Possessing Facilities from the Center for Development of Security Excellence.

* Export Compliance Officer certification (Preferred but not required)

* Certified Personal Protection Professional (CPP) certification or Physical Security Professional (PSP) certification (Preferred but not required)

  • Employee must be a "U.S. Person" as defined Code of Federal Regulations, Title 22, Section 120.15

PHYSICAL DEMANDS:

Work is conducted in a dynamic, fast-paced office setting with moderate noise. He/she may be required to work more than 8-hour shifts and weekend work. There may be local travel and out-of-town travel (including air travel) up to 20% of the time with notice.
