THE POSITION

This position is open until filled with an initial review of applications on April 8th.

 The Department of Human Resources is now hiring a Human Resources Business Systems Manager to configure, manage, and continuously improve the Human Resources Information Systems (HRIS) used at Washington County. A key partner with Information Technology stakeholders, this position regularly interfaces on technical matters such as systems support, implementations, and new projects/improvements. Immediate projects for this position include overseeing the human resources functional team leading the build and implementation of the County’s new Enterprise Resource Planning (ERP) system, Workday.  A successful candidate will have a strong understanding of the complex workflows and data paths within various HRIS's, preferably including Workday.  
 
 This position has a hybrid schedule dependent on business needs.  
 
Our Ideal Candidate will understand the business of human resources including its operations and different functional areas to ensure the HRIS systems support the needs of the County employees and human resources subject matter experts. They will possess knowledge in, or the ability to learn, the regulatory requirements surrounding employment law and information security related matters, including but not limited to personally identifiable data, HIPAA privacy, E-Verify/I9 requirements, and labor relations. Our ideal candidate will have demonstrated experience in cultivating proactive and innovated human resources teams through fostering a culture of learning, trust, transparency, and celebration of achievements. Although not required to be considered, experience in the public sector is preferred.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's Degree in business or public administration, human resources management, a behavioral science, or a related degree; AND Four (4) years of professional-level human resources experience related to the functional area that includes at least two (2) years of work experience in a lead or supervisory role. OR
  • Associate Degree in business or public administration, human resources management, a behavioral science, or a related degree; AND Six (6) of professional-level human resources experience related to the functional area that includes at least two (2) years of work experience in a lead or supervisory role.
Preferred Requirements:
  • Professional certifications in Human Resources or applicable special training.

Additional Requirements:
  • Must pass a criminal background check.

 Selection Process:

  1. Minimum Qualifications Review: An evaluation of training and experience of submitted application packets will be performed by Human Resources the week the posting closes.
  2. Subject Matter Expert (SME) Review: Depending on the number of applicants that meet MQs, a SME panel may perform an in-depth evaluation of your application materials, including your responses to the supplemental questions. 
  3. Interviews: Our goal is to schedule oral panel interviews with the top 6-8 candidates that successfully pass SME evaluation as quickly as possible.
  4. Conditional Offer: Human Resources will extend a conditional offer to our top candidate that passes the background investigation. Successful completion of all conditions is required to be appointed to the position.
  5.  Start Date: A start date will be determined after all conditions of employment have been met.

The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. This position is not represented under a collective bargaining agreement.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
